CONFERENCIA EN LA SUPERVISON ESCOLAR DE PRIMARIA P239 EN ZACUALPAN ESTADO DE MEXICO

En 1943 tuvó lugar la creación del SNTE... Más de 70 años sin modificaciones o cambios de trascendencia de las reglas entre trabajadores de la Educación y el Gobierno mexicano...

La Carta Magna mexicana, en su articulo 3 Constitucional, aborda el tema educativo, de acuerdo a los planes y programas oficiales, garantizando el derecho a todos los ciudadanos a recibir educación.

Los acuerdos han redundado en que no se tocará a los maestros, ni a su organización gremial en nada que pudiese atentar contra su estabilidad laboral: Todo se hará en base a procedimientos que dicten las leyes que conforman la estructura sociopolítica del país. Toda propuesta, incluyendo la Reforma Educativa actual, se llevarán de acuerdo a la valoración de parte de los integrantes del magisterio y de sus bases sindicalizadas.
Desde el año de 1993 ( última Reforma Educativa) se garantizó la educación gratuita, desde el grado preescolar hasta el nivel de  educación secundaria. Desde ese entonces, todo lo demás que involucra al sistema educativo mexicano, han sido pactos, compromisos y acuerdos.Esto es, nada verdaderamente relevante...

La Reforma Educativa actual, presentada ya por el Ejecutivo, precisa entre otras cosas:
1.-Capacidad de la planta Docente para acceder a cargos de Dirección y Supervisión. Buen desempeño por parte de los pofresores, perfil satisfactorio y llevar a cabo todo aquello que contribuya a mejorar el aprendizaje de los infantes...Así mismo, se deberá apoyar a los docentes en lo individual y al equipo de maestros en cada escuela. Existirán, incentivos económicos, pero también de aprecio social hacia los maestros.
2.-Que el Instituto Nacional para la Evaluación de la Educación, tenga autonomía constitucional y facultades para medir componentes, procesos y resultados de Primaria hasta nivel Medio Superior, previa aprobación del Senado y del Ejecutivo ( las evaluaciones tendrán repercusión jurídica y los criterios se fijarán mediante un órgano confiable).
3.-Crear un órgano de Operación y Gestión Educativa. Levantar un censo de registro del universo escolar, profesores y estudiantes mediante el INEGI.
4.-Creación de Escuelas de tiempo completo. La meta lograr 40 mil de ellas. En la actualidad existen casí 7 mil en operatividad en todo el Territorio Nacional. La jornada escolar-académica, consistirá de seis a ocho horas diarias. Se suministrarán alimentos, sólo cuando asi lo amerite el caso. Se procurará una  buena alimentación...
En estos puntos y en lo que estoy tratando de exponer, habría que concluir de acuerdo a la información recabada hace apenas unos días( profesores que cobran sin acudir a las fuentes laborales, profesores aviadores que están muertos y continuan cobrando, profesores que cobran dobles turnos inexistentes, no contar con la información veraz del número de centros escolares en el país debido a que los censos no son completos y varios Estados de la República, no permiten el acceso a los censores e impiden las evaluaciones respectivas y que conste que estamos hablando del pleno siglo XXI) que en México la Educación, se ha convertido en BOTIN DE UNOS CUANTOS!!!

Vivimos toda la humanidad, momentos de graves crisis: Sociales, políticas, ecológicas y de Instituciones en todos los renglones a gran escala. Es casí inevitable que alguna Institución se pueda salvar de ese torbellino envolvedor: Los negocios, el gobierno, la Educación pública, la familia. Todo, todo, se encuentra enfrazcado en una grave crisis existencial...
Se habla mucho de la tecnología, pero para mí la tecnología, ha dado sólo avances superficiales. Quizás la informática, vendría siendo una excepción...¿Pero, ha cambiado las maneras de pensar de la gente o las ha empeorado?...Creo que sólo se hacen las cosas más rápidas, con mucho más velocidad que lo que podríamos hacerlo nosotros, pero aún así esas fabulosas máquinas, hacen las mismas cosas que podemos hacer nosotros. ¿Y la calidad de la vida se ha tornado en más rápida? ¿Hemos aumentado esa calidad igual de rápido?
No, eso no lo hemos logrado todavía ¿y saben por qué?Porque aumentar la calidad de la vida no es cuestión de velocidad. Sino todo lo contrario: En esos asuntos, debemos tomar las cosas con mucha más calma, para nada es un asunto de aumento de velocidad...
Esta época,  nos exige cantidad, no calidad!!!La velocidad, resulta muy atrayente( habrían de ver al personaje que me enviaron para traerme a este centro docente, ya se le quemaban las habas por llegar y estuvímos siempre al borde del colapso por la desenfrenada velocidad que le imprimía a su modernisimo auto!!!). Es sinónimo de avance, de innovación: En cuestión de segundos, se vende cualquier tipo de articulo en el mundo, gracias a esas fabulosas máquinas y a los procesos de la  globalización...Pero, ante todo éste vértigo, la humanidad resulta ser  muy incapaz para resolver e incluso manejar las complicaciones e implicaciones de los muy complejos conglomerados humanos...
Hemos pérdido el control de nuestros comportamientos esenciales y profundos y estamos conduciéndonos por caminos muy oscuros, alcanzando tecnológicamente una gran velocidad, pero dejando de lado y fuera los asuntos prácticos de la vida, de ahí la crisis Institucional, social y política que estamos padeciendo: Vamos que volamos rumbo  a una gran colisión mundial,, hacia una confrontación, hacia un gran choque (¿Quién de ustedes sabe profesores, por qué pelean los Ucranianos, los Rusos y los Estadounidenses? Por las bases atómicas!!!-grita desde el fondo un docente-. No-contesto- Ucrania, es un punto estratégico geográfico en la zona. Es un granero muy abundante en esa región fertil. Los Rusos tiene una base maritima en Crimea y hay quiénes desean pertenecer a la Comunidad Económica Europea y quienes no. Siempre han sido utilizados por los Rusos. Los abandonaron con la explosión de la planta nuclear de Chernobyl, siguen padeciéndo los estragos radiactivos. Stalin los masacró en 1939. Ucrania se independizo de la URSS en 1991. Sus 46 millones de habitantes siempre han sido agredidos por los Rusos por ejemplo cortándoles el suministro de gas en los inviernos. Ucrania produce aviones, trenes, carros de guerra y suministran energía a Rusia. Están divididos en prorusos y proocidentales. Obama, se ha pronunciado porque se respeten las garantias individuales y los procesos democráticos en la región y todo esto ha puesto en fricción y en crisis a los paises de la OTAN y Rusia...Lo siento profesor, uno a cero a mi favor!!!-excuso decirles que les metí diez goles a cero a los profesores de la Supervisión P239!!!).
Estamos viviendo, totalmente fuera de las leyes de la naturaleza y creemos que podemos continuar en marcha por ese derrotero y que además nos alcanzará el tiempo para que otros sean los que resuelvan nuestros graves errores. No acabamos de entender que la madre naturaleza no provoca desperdicios, todo son entradas o nutrientes para otros sistemas. Nosotros, en cambio, sí que provocamos productos de desperdicios muy perjudiciales: Destruímos sistemáticamente a otras especies con todo lo que amontonamos. En verdad, ¿tenemos derecho a hacer esto, profesores? Somos destructores no solo de la biodiversidad, sino de los sistemas sociales, China es un gran ejemplo de ello, su sistema cultural, debido a la aceleración y el crecimiento global de su industria, está acabando con su Cultura Filosófica Milenaria, con todos sus conocimientos acumulados en milenios y que han servido a toda la humanidad entera. La modernidad, nos conduce al olvido de lo fundamental, en aras del dinero y del poder material, económico y político y estratégico. La destrucción de esas  grandiosas culturas, su homogenización, la destrucción de su diversidad cultural y la destrucción de su história cultural, es lo que verdaderamente está bajo la crísis que vive el mundo actualmente. China ha pasado de ser la de Confucio y de Lao Tze, a la de los malditos piratas que tiene invadido el mundo de cochinadas con su industria de lo desechable y poco útil...
El ser humano se siente ya muy incomodo. Su entorno está entrando en una grave crisis: Las familias se desmoronan y las estructuras sociales se modifican y entran en graves conflictos. El dinero y el poder cada vez más se encuentra en manos de unos cuantos. Los marginados van en aumento en todo el mundo y proceden de todas las clases sociales y no les queda sino la protesta como respuesta, ahí tienen a Venezuela como ejemplo. Todos esperamos que aparezcan tecnologías rescatadoras que resuelvan los problemas y que lo hagan por sí mismas  ¿y  de la claidad de la vida, profesores?...¿Qué decirles a los jóvenes, a los niños?...¿Cómo decirselos?
Muy simple, ¿no? Pues que tenemos graves problemas, que ustedes les han informado de otro mundo, de un mundo muy diferente que en verdad está muy mal formulado y que ustedes han colaborado en ello al aceptar sus miserables salarios y prestarse como artifices y auxiliares de los políticos mexicanos,  y que al paso que vamos, viveremos instalados en la incertidumbre eterna, impredecible y caótica sin control alguno...VIVA LA SENTE Y EL CENTE!!!
Es ahí donde ustedes han estado maestros!!! En un mundo que aunque no lo hayan deseado se hizo y lo  hicieron y lo hacen todos los días en las aulas, SÍGANLE!!!( otro gol en contra de los maestros que se quedan con cara de ¨muegano¨!!!)...
MI PROPUESTA:
Jamás llegará una respuesta acertiva y correcta, de las Instituciones Educativas del país, porque se trata de Instituciones dirigidas de manera centralizada y totalitaria, que siempre son usadas por los poderosos de manera indolente, cínica y muy baja...
Pero también es un hecho que el aprendizaje de los alumnos, no se puede dejar al azar:
SE REQUIERE DEL DISEÑO DE LABORATORIOS DE APRENDIZAJE( o Espacios Recreativos), DONDE EL ESTUDIO Y LA VIDA PRACTICA ESTEN INTEGRADOS. HAY QUE REDISEÑAR ENTORNOS OPERACIONALES. EN ESOS ESPACIOS LOS ALUMNOS Y LOS PROFESORES PODRAN TRABAJAR JUNTOS PROBANDO IDEAS Y TEMAS COMPLEJOS. NO HABRIA AHI LAS PRESIONES DIARIAS PROVOCADAS POR LAS PRISAS Y SOLUCIONES INMEDIATAS CON SOLUCIONES RAPIDAS QUE TODO QUIEREN RESOLVER A MUY CORTO PLAZO. SERIAN ESPACIOS DE GRAN ENTENDIMIENTO Y DE CONVIVENCIA INTELIGENTE( ¿Qué irán a dar ustedes en esas escuelas de tiempo completo?) QUE EN VERDAD MEJORARAN LOS PROBLEMAS DE LA ENSEÑANZA-APRENDIZAJE Y QUE DESARROLLARAN HABILIDADES MENTALES DE TRANSFORMACION. SE CREARIAN ENTRENAMIENTOS PERSONALIZADOS CON TRABAJOS PRACTICOS FUERA DE CLASE PARA PRECISAR LOS CAMBIOS PERSONALES REQUERIDOS QUE AUXILIARAN EN LA CREACION DE ESO NUEVOS MODELOS MENTALES Y CREAR AL MISMO TIEMPO ENTORNOS SEGUROS PARA QUE TODOS PUDIERAN DEDICARSE A SUS TAREAS EXTRA AULAS CON MUCHA MAS CERTEZA Y SEGURIDAD EN LA CONVIVIENCIA CON SUS COMPAÑEROS Y SUS DEMAS SEMEJANTES. SE TRATA EN ESOS LABORATORIOS DE APRENDIZAJE(o Espacios Recreativos!!!) DE LA CONSTRUCCION DE PROGRAMAS DE CAPACIDADES FINAS MENTALESCON DESARROLLO CONTINUO. LAS INNOVACIONES EDUCATIVAS SALDRIAN DE ESOS ESPACIOS NO POLITIZADOS O GRILLADOS...HABRIA ENTRE LOS MAESTROS Y LOS JOVENES, UNA ESPECIE DE INVESTIGADORES QUE ESTARIAN ALIMENTANDO DE INFORMACION A LOS LABORATORISTAS, POR EJEMPLO EN MATERIA DE DOCUMENTACION PÁRA SABER QUE SE HA HECHO EN LA HUMANIDAD CON IDEAS INNOVADORAS PROVENIENTES DE LOS GRANDES PENSADORES DEL PLANETA..NECESITAMOS DE LA HISTORIA DEL APRENDIZAJE, DE SABER ACERCA DE LA INFRAESTRUCUTURA IGNORADA O POCO COMENTADA Y DISCUTIDA DE LOS GRANDES SABIOS DEL MUNDO.HAY QUE IR HACIENDO UNA INFREAESTRUCUTURA PARA QUE LAS COSAS SUCEDAN. ESOS DATOS NOS COLOCARIAN EN LO QUE HAY QUE ENFRENTAR EN MOMENTOS CRITICOS CON UN GRAN DOMINIO DE LA REALIDAD POR PARTE DE NUESTROS JOVENES. LES OTORGARIAN LAS IMAGENES DE LOS CAMBIOS POR VENIR...POR SUPUESTO QUE LAS ESCUELAS TENDRIAN QUE SER OTRAS, LOS ALUMNOS OTROS, LOS PROFESORES OTROS( pero en verdad nadie quiere percibirse distinto a lo que es, les da miedo...)SERIA UNA ESPECIE DE ALTERACION QUE POCOS ESTARIAN DISPUESTOS A ENFRENTAR. EN ESO ES EN LO QUE CONSISTEN LOS VERDADEROS CAMBIOS, PROFESORES Y NO EN LA REFORMAS EDUCATIVAS PROPUESTAS DESDE LO ESTABLECIDO...PERO, NADIE QUIERE NI DESEA UNA REALIDAD REPLETA DE RETOS...LOS LABORATORIOS DE APRENDIZAJE SI QUE CAMBIARIAN LA MANERA DE VER EL MUNDO Y DE RESOLVERLO O DE INTENTARLO...NADIE QUIERE DISTRIBUIR EL PODER Y LA RIQUEZA...
Mi propuesta concluiría con las palabras e iría a las acciones. Se trata de aumentar los procesos creativos imaginativos de los alumnos, de incrementar sus capacidades espirituales y con ello de potenciar sus inteligencias, de volver a la HONESTIDAD Y A LA SINCERIDAD...
Antes de finalizar mi intervención, quiero aclarar algo a manera de señal:
La información y los conocimientos son para mi cuestiones muy distintas y diferentes, siempre se confunden esas palabras como si se tratará de sinónimos: LA INFORMACION SE ADQUIERE Y EL CONOCIMIENTO SE APRENDE...
Conocer hechos es informativo. Conocimiento es capacidad para actuar con eficiencia. Es algo que se aprende, consiste en saber, es el cómo...Saber que pasa, es informativo...Y saber cómo solucionarlo es conocimiento y eso se aprende. Esa sería una de las bases fundamentales de los Laboratorios del Aprendizaje...Entonces, profesores, compartir conocimientos es muy distinto a compartir información...Crear procesos de aprendizaje, es compartir conocimientos y eso sólo surge cuando las personas están muy interesadas en ayudarse mutuamente para desarrollar capacidades para actuar en la vida. El conocimiento pues, es algo que se aprende, es algo totalmente social y colectivo...Es parte de la cultura misma. De ahí el gravísimo riesgo de la modernidad desmedida que atenta contra los procesos culturales de los paises en aras de una globalización indignificante para el ser humano y los demás integrantes del planeta...
Aun más, los conocimientos no residen en una sola persona y ahí también se entiende la diferencia entre poseer y compartir, por eso la confianza y el respeto mutuo en los Laboratorios de Aprendizaje, porque todos venimos de situaciones disfuncionales y conflictivas y para relacionarnos con éxito, requerimos de aprender a relacionarnos entre si, la clave es: Confianza y Respeto mutuo para que aparezcan verdaderas y auténticas relaciones interpersonales creativas...
 Por otra parte, la competitividad, crea un mundo de estrés y eso hace que se proyecte lo más primitivo de nosotros...Tenemos que esforzarnos por aprender a vivir más despacio. Ser más cautos y reflexivos, desarrollar confianza. Hay quwe esforzarnos también para desarrollar habilidades para funcionar y operar como equipos de trabajo: Comprensión compartida, humildad, para transitar lo amargo de nuestras vidas y lo más difícil: Confiar los unos en los otros!!! Hay que explicar con sinceridad a los jóvenes como van los asuntos, como van las cosas. Eso auxilia a modificar malos hábitos. Para aprender, se requiere de una gran seguridad, sin seguridad la gente no aprende de manera correcta. El estrés, es enemigo de la seguridad. La rapidez consigue objetivos pero truena a las organizaciones, acaba con los sistemas humanos tarde o temprano...
Planificar, organizar y controlar, han quedado atrás. Ya nadie cree ni confia en los de arriba que dicen saber todo. Un directivo estresado, estresa a todos. Y esos señores vivien estresados porque son los primeros que saben de los asuntos  que no marchan bien y en verdad no saben que hacer. Pero se resisten a perder el control porque no pueden imaginar soluciones acertivas, ni desean delegar funciones de interés general...Sólo un futuro positivo y prometedor, brinda seguridad y ese muy pocos lo pueden visualizar, es por eso que debemos de facilitarles a los jóvenes crear algo nuevo en los laboratorios de aprendizaje, que aprendan a crear su propio mundo, sus propios entornos sociales y de conviviencia...La jerarquías serán otorgadas a los jóvenes que más vean hacia adelante, los futuristas, los prospectivos. Los que deseen compartir con los equipos de trabajo, haciendo reflexionar a los demás...Esos líderes tienen que apreciar como aprenden los otros y saber cuales son sus infraestrucuturas. Como conducir a los otros a que piensen. Se trata de que los auxilien a mejorar sus procesos mentales para obtener fuentes de ventajas futuras competitivas. No olvidar que mucho de lo aprendido es:( Una de las profesoras, que me iba siguiendo muy atenta, gritó: POR IMITACIÖN!!!...Un gol a favor de la maestra, se me habia olvidado que si me memtieron un gol los profesores, diez a uno!!!) Por imitación, aprendemos a hablar, a caminar porque sabemos que otros lo hacen y sabemos que si se puede...Enseñar a pensar e imaginar de manera correcta a los otros, es la función de los líderes: ¿Qué es la vida?  ¿Cómo deseamos que sean nuestros entornos de estudio? ¿Cuáles son los temas que hay que abordar y discutir? ¿Cómo deseamos que sean nuestras vidas? ¿ Cómo hago que las cosas tengan sentido, que me agraden, al igual que la gente con la que trabajo y estudio?...

En los procesos profundos de aprendizaje, se trata de que las cosas resulten de que sean realizables, porque así todo se modifica y cambia y también cambian los modelos mentales. Aprende uno  a hacer las cosas y esa es la verdadera esencia del aprendizaje...

Hay que esforzarnos por demostrar de que si es posible conseguir algo, porque eso modifica el contexto interpretativo: ¨No funcionó, necesitamos algo más¨...Entonces sí es posible lograrlo. Se convierte uno en creativo y entonces los errores se contemplan de manera diferente, con una óptica distinta...Visualizar que es posible hacer las cosas, es un buen aprendizaje, es cuando toda la energía de nuestro ser, que emana desde lo más profundo de nosotros, dice sí!!!...Un profesor me observaba muy atento desde su banca y me dice: ¨Cuando habló usted de los Héores y nuestra identidad y de las Cartas Magnas con sus respectivas propuestas educativas, no habló usted del siglo XIX¨...Le respondí: Es que usted se me adelanto porque apenas iba en el siglo XVIII..Pero le metí un gol-dijo rapidamente-, No profesor, usted estaba fuera de lugar, ese no contó-le respondi a quemaropa...Diez a uno a favor mío!!!( Todos rieron!!!)...Instantes antes de finalizar, hubo otro profesor que me preguntó acerca del por qué nunca se logra ninguna modificación educativa en el país...Mi contestación fue: NO CONVIENE A LOS INTERESES CREADOS DENTRO Y FUERA DE MEXICO...Agradecí a todos los profesores y para despedirme les hablé de una tribú que los Aztecas respetaban mucho por se apacibles, bondadosos y creativos, se llamaban los Mazahuas, ¨Gente del Venado¨. Profesores alguno de ustedes sabe dónde habitaban esas tribus agradables y bondadosas, Todos se quedaron, nuevamente con cara de ¨Muegano¨...Nadie se supo la respuesta...Ese fue mi décimo gol!!!...VIVIAN AQUÍ EN ESTAS TIERRAS DEL ESTADO DE MEXICO, SON USTEDES Y CON EL TRATO QUE ME HAN DADO EL DIA DE HOY, COMPRUEBO QUE SI SON VERDADERAMENTE AMIGABLES Y MUY BONDADOSOS...MUCHISIMAS GRACIAS A TODOS( APLAUSOS.
